# Governance and Policies

How the Pulsar Stellar toolkit is built, reviewed, and kept safe. These pages state the rules that the code repositories enforce. The enforceable source of truth lives in each repository, in `CONTRIBUTING.md`, `SECURITY.md`, and the pull request template. These pages summarize those rules and point you to the right place.

The toolkit spans three repositories:

Read these once before you open your first issue or pull request.
